It's the PLS ratio of grass to forb: 30% grass PLS and 10% forb PLS by seeding rate. It gives you fast cover with strong forb diversity.
Is CP25 Tall 30/10 the right pick for my site?
If you're in a tallgrass region on upland soils, yes. If you're in shortgrass country or on drier, thinner soils, look at CP25 Short 30/10 instead.
